State Medical Assistance Team

The SMAT is a multidisciplinary volunteer team of medical and non-medical professionals established to provide medical support for short and long term disasters or catastrophic events.

SMAT/MRC Membership Requirements

Roles in which the SMAT can provide support include set up and provision of a mobile treatment facility, regional and state logistics support, and community alternate care site support. We currently maintain two roster levels – SMAT Responders and Medical Reserve Responders.

SMAT Responders

Those members who have met the minimum training requirements, have employer approval, and are capable of/interested in deploying outside of the local area for at least 72 hours.

  • Maintain an up-to-date TERMS Responder Profile
  • Complete the SMAT Initial Training Program (required for deployment)
  • Complete the FEMA ICS 100, 200, 700, and 800 courses
  • Provide 24 hours of participation a year (meetings, training, work sessions, events, deployments, etc)
  • Actively respond to team communications.

Medical Reserve Responders 

Those members who are interested in participating in local events or activities, but are not interested in or capable of deploying on longer missions outside the local area. These members minimum training requirements that are less then Active Members.

  • Maintain an up-to-date TERMS Responder Profile
  • Complete the FEMA ICS 100, 200, 700, and 800 courses
  • Provide 12 hours of participation a year (meetings, training, work sessions, events, deployments, etc)
  • Actively respond to team communications.
  • Completion of the SMAT Initial Training Program is recommended but not required.

How to Join SMAT

  1. First, register with TERMS, the online Training, Exercise & Response Management System for the State of North Carolina.

  2. If you are a first time registrant, follow the “First Time Registration” instructions. Select Response Participation and complete your Response Profile.

  3. Stay connected with the TERMS system to receive notifications for upcoming events and trainings. After registering, complete the appropriate SMAT Application Packet.
